Attestation Process:The Provisional certificate can be processed for attestation in concerned Foreign Embassy situated in India through the following procedure. The attestation process of Provisional Certificate starts with authentication from the certificate issuing state HRD followed by attestation by Ministry of External Affairs and finally from the concerned Country Embassy where the Candidate is willing to travel.

For educational documents, the Human Resource Development (HRD)/Department of Education of the issuing state/union territory must authenticate the educational document. The name and designation of the authenticating personnel must also be included on the document along with the seal.

All Indian originated commercial documents are required to be pre-authenticated by the respective Chamber of Commerce before they can be processed further for the Ministry of External Affairs attestation. The rubber stamp of the respective Chamber of Commerce must be affixed on each document along with the name & designation of the authorized signatory.

The Ministry of External Affairs (MEA) attests the documents only on the basis of the signature of the designated signing authorities of the State Government/Union Territory/Chambers of Commerce. Hence, it does not take responsibility for the content of the documents.
